Although the memory has passed tests during production process by manufacturer, due to the nature of working mechanism between CPU, Memory and Motherboard, if you are using AMD Ryzen non X suffix CPU such as 5500, 5600, or APUs such as 5600G, 5700G, you may not be able achieve 3600 MHz.
Using AMD Ryzen X suffix CPU such as 5600X, 5700X, 5700X3D, 5800X, 5800X3D, it is NOT guaranteed achieving 3600 MHz under default EXPO setting because it is subject to silicon lottery of CPU, Motherboard and Motherboard BIOS version (AMD AGESA).
If you have difficulty achieving 3600 MHz you may consider update Motherboard BIOS version and increase RAM voltage up to 1.4V, or ease some of timings settings.
Again it involves working coordination between CPU, Memory and motherboard, and silicon lottery for such high frequency. Therefore there is no guarantee. Hope you understand. Thank you.
